Noida and Greater Noida authorities, following Amitabh Kant’s committee, are cracking down on 13 defaulting builders, aiming to resolve stalled flat registries for 35000 families

Authorities are cracking down on builders with unpaid dues in Noida and Greater Noida.

In a major development that could bring long-awaited relief to thousands of home buyers, authorities in Noida and Greater Noida have begun a fresh crackdown on builders who have failed to clear their dues, an action that has stalled the registration of flats for years.

For nearly 35,000 families, the joy of receiving possession of their dream homes turned bitter as they continued living without legal ownership. Their flat registries could not be executed because several builders owed substantial amounts to the authorities. Until those dues were cleared, registries remained blocked, leaving buyers in a legal limbo despite having moved in years ago.

The situation has now shifted decisively. Acting on the recommendations of a committee headed by former NITI Aayog CEO Amitabh Kant, the Noida and Greater Noida authorities have begun tightening enforcement and withdrawing concessions earlier granted to errant builders.

In a recent high-level meeting, officials confirmed that the authorities have initiated action against developers who have not responded even after repeated reminders. The Greater Noida Authority Board has already ordered proceedings against 13 firms that refused to deposit even the minimum 25% of their outstanding dues, an essential requirement for permitting registries.

These 13 defaulters include prominent names such as AVJ Developers (Sector Beta-II), Elegant Infracon (Techzone-IV) and Interiksh Engineering (Sector-1). Their inaction has kept thousands of home buyers waiting in uncertainty.

Kant’s committee, constituted to address stalled real-estate projects, had submitted its recommendations in 2023. Based on these, authorities extended relief measures to developers, allowing them to resume registries upon partial payment of dues. The scheme saw overwhelming participation with 85 out of the 98 builders who complied, enabling more than 18,000 buyers to finally register their homes.

But the remaining 13 builders, officials said, have shown deliberate non-compliance. The authorities are now considering freezing all facilities and benefits extended to them. The board has also assured that any enforcement action will prioritise the interests of home buyers, ensuring that buyers do not suffer further because of a developer’s default.

The issue, however, reflects a deeper national crisis in the real-estate sector. According to government estimates, nearly 4.12 lakh home buyers are trapped in insolvent projects across India. Banks, too, have an exposure of over Rs 4.1 lakh crore in such stuck developments. In response, the Centre has announced plans for a new law that will ensure that, once insolvency proceedings begin, only buyers, banks and creditors benefit, not errant promoters.

As the latest enforcement drive gains momentum in Noida and Greater Noida, thousands of families who have waited for years may finally see a clear path to securing legal ownership of their homes.
